Même cette année, j'ai demandé aux autorités pour poster les papiers rapportant cet événement d'ans.
Vous pourriez les avoir reçus à l'heure qu'il est.'

Even this year, I have asked the authorities to post the papers concerning/pertaining this years event.
You may have received them by now. OR You may have already received them.

Cette année encore, j’ai demandé aux autorités de m'envoyer les documents concernant l’évènement de cette année.
Vous devriez les avoir reçus à l’heure qu’il est.
The first sentence would really need some more info about the context in order to get properly translated.
Also, you ought to say "l'évènement annuel" instead of "évènement de cette année" in order to avoid repeating "année".
