I think 'mene' is used as a verb as a p.p . If so, where is the subject and passe form of avoir verb?

Hello Steve,

"mené par..." means "led by...".

You're right, it's a past participle (the infinitive form of this verb is "mener") but used as an adjective, not as a verb.

It's exactly like in English, in fact ("the process led by ..."). The verb here is "a déclaré".
