1. Is already happening.

 2. What does this phrase on radio france website means  " publique depuis Paris, France"  I just could n't make out what it means.

1. C'est déjà le cas OR C'est déjà en train de se passer (dérouler, d'arriver)

The secound sentence is not complete. The beginning is missing :) But it can be translated : " ... public from Paris, France"

Salut Adrien, je dois vous remerci  de m'aider avec les phrases. Alors, je pense j'ai compris  plus ou moin pour le phrase 'publique depuis paris' mais je toujours sens quelquel chose manquer ( like some meaning is still missing there )  There is no first part of the sentence ; it is written as it is on the radio france internet website.

    

They presumably mean that the radio station is public and broadcast from Paris.
