Is it the case that while this idiom 'je me disais'  literally means 'I was telling myself', it can also mean 'It seemed to me' ?

Yes, depending on the sentence, an idiomatic equivalent in English could be something like "I figured that...", "It seemed to me that...", "The way I saw things..." , as well as more literal solutions like "I told myself...", "I thought to myself...".
