the text is a novel of the french resistance; the subject is the young people who were in hiding so as not to be sent to work in germany, and who wanted to become fighters for the resistance;

there was a committe of three who were in charge of a group of youngsters; the narrator says of the three:

"Ils ont des qualites et des defauts qui se completent."

I translated this as "They had the skills and flaws that would complete them."

but does this make sense?

It rather means "they had skills and flaws that complement each other".
