The text is about the french resistance in wwii; the words are that of one of the resistants who has an important job with them;

It begins with him thinking about how the Gestapo is spending lots of money on "indicateurs"; the dictionary says this is an instrument; but i think it's slang for "informers";

then it goes on:

"Avec cela [the millions of francs], elle [the Gestapo] a pu acheter quatre salauds bien reperes. On pourrait les liquider assez facilement. Mais je pense qu'il vaut mieux les conserver jusqu'au reglement final. Les traitres dont on connait les visages sont moins dangereux."

I translate this as

"With this they can buy four well placed bastards. They could be liquidated rather easily. But I think it's better to keep them until the final reckoning. The traitors whose faces are known are less dangerous."

Can someone help me make sense of all this?

It sounds as if they are planting spies that could be killed later, as in "liquidated".

Indeed, "indicateurs" means "informers". And it's not slang (slang is "indics").
