1.Ça/cela ne m'étonnerait pas qu'elle ne vienne pas.
I wouldn't be surprised if she didn't come.

I would be surprised if she did come.
2. Ça/cela m'étonnerait qu'elle vienne.

I know the first sentence is fine.
I am not sure about the second sentence.
Please tell me.

The second sentence totally makes sense, it means that you would be surprised if she ever comes.

Cela ne m'étonnerait pas qu'elle ne soit pas venue (past)
Cela ne m'étonnerait pas qu'elle ne vienne pas (future)
Cela m'étonnerait qu'elle ne soit pas venue (past)
Cela m'étonnerait qu'elle vienne (future)
