s'accordent à dire que ...
I believe this was a dictionary entry:
Les spécialistes s'accordent à dire que ... the specialists agree that...
I'm wondering if I could omit "à dire" and just say "Les spécialistes s'accordent que ..." Prior to encountering this, I would have said "sont d'accord que..."

s'accordent à dire que ... is an idiom.
I suppose your other choices are alright. But idiom is best.

No you can't omit "à dire",
the first meaning of the sentence is "Les spécialistes disent ... ".
A stronger meaning could be added "Tous les spécialistes disent ..."
and for another stronger meaning "Les spécialistes s'accordent à dire ..." = Tous les spécialistes sont d'accord pour dire ...
but you could change "à dire" by "à penser", ...
"s'accorder" or "être d'accord" about something "dire", "penser", "faire", ...
