Les responsables de l'UE parfois oublient ce qui est le résultat de la recherche comparée digne de ce nom: c'est à dire que l'UE est une organisation régionale entre 27 Etats ......

 

I'd be grateful for any suggestions for "recherche comparée" - it doesn't mean anything to me in this context. By the way I don't know how good the French is of the person who wrote this !!!

"recherche comparée" is close to "étude(s) comparée(s)".
The purpose of a "recherche comparée" is to study a subject by comparing several entities.
For exemple you can "effectuer une recherche comparée sur la démographie des états membres de l'Union".
In this case the subject will be "démographie" and the compared entities will be the states of the Union.

In order to know if "recherche comparée" is properly used in your text, you have to figure it out what is the subject and what are the entities... (And that's not clear with the extract you give us)
I think a good translation will be "comparative research".
