"on n'est pas d'habitude de faire..." or "on n'a pas l'habitude de faire..."

is only the second one correct to express "it's not the custom to...?"  do you hear both?  merci d'avance.

Yes, only the 2nd one.
d'habitude is an adverbial phrase (in your first sentence). If you mentally remove it, what's left is être + de faire, an unusual construction.
