Should that be

Le fevrier est plus court que le mars?

It seems that in all comparisons of this sort the articles must be present...?

No, for the same reason that you wouldn't say "The February is..." in English. Months are denominations. Another example: if you say "John is taller than Terry" you would of course say "John est plus grand que Terry", not "Le John est plus grand que le Terry", since John and Terry are denominations. However, you can say:
Le mois de février est plus court le mois de mars.
