Yes, but it would rather be:
- C'est un homme agréable/c'est une femme agréable/c'est une personne agréable.
OR
- Il/elle est agréable.

"Il est un homme" is not really correct.

For me, he/she is a strange character.

C'est une personne aimable OR gentille OR sympathique OR etc...
C'est une personne étrange OR mystérieuse OR etc..

Pour moi, c'est un drôle d'oiseau ("drôle d'oiseau" = "strange character" --> French expression).
OR
Je trouve que c'est un étrange personnage.
OR
Je trouve que c'est un drôle de personnage.
("un drôle de + noun" usually means "a strange + noun" in French)

Special expression : a strange character = un drôle d'oiseau
