Be careful of parce qu'il. Depending on what comes before, parce que cela may actually work better, but we'd need to see the context.

Then, as far as whether you insert me or not, both versions are perfectly correct French. It depends slightly on what emphasis you want to give: if you insert me it expresses the idea that it allows me to do something; otherwise, it expresses the notion that it allows people in general.
