What does "s'il" mean? is it a contracted form of something?

Hello,

Yes absolutely:  s'il = si il

 the rule applies when "si"  is followed by the pronoun "il", "i" is then replaced by an apostrophe

Demandez-leur s’ils sont d’accord.
Le client peut, s’il le souhaite, prendre le petit déjeuner dans sa chambre.

Absolument correct.

 

Si = if

il = he, it

S'il = if it ( or 'if he'), a contraction in the same way "c'est" is a contraction of "ce" and "est", etc.
