vocabulary

Two men are talking about a number of people who are going to be put on board a submarine, from a location in the south of France, during WWII;

One asks the other "On ne peut pas les laisser dans la nature par petits paquets?"

I think I know what each of these words means, but can't get the meaning of the question.

the background is that a place belonging to a doctor sympathetic to the resistance was just raided and then burned down, and they had been expecting to house the passengers there while waiting for directions about where to meet the submarine, so yes, i would say this fits the context;
