The character is a Frenchman who's working in the Resistance; he's been going all over, carrying things: explosives, arms, and "plis chiffres";
i'm guessing this has to do with ciphers, but what are the "plis"?

A "pli" is an old word for a letter, a message.
And indeed "chiffrés" means ciphered.
