I think you want to say "où sont" and "où est".

It's the same thing but one si plural (où sont : where are) and the other singular(où est : where is).

So "ou est la toilette" makes sense.

We say Où sont les toilettes?.  Toilettes (restroom/bathroom) in this case is always in plural
