I think it's just a play on words or tonguetwister-- there's no meaning as such. There's a similar tonguetwister in German as I recall (something like "Wenn Fliegen hinter Fliegen fliegen fliegen Fliegen hinter Fliegen", or "when flies fly behind flies, flies fly behind flies"). I don't think any deep and meaningful message is really being imparted.
