Can anyone translate for me into English the )meaning of the) words:

Chirographaire echu

It probably is a legal term.

To make it simple, here's an example.

A lent $50,000 to person B without any legal guarantee that A would actually get reimbursed.

B only gave back $20,000 to A.

The chirographaire échu is $20,000
The chirographaire à échoir is $30,000

The text says in full: " ..... sont portees au dit etat ....... A titre chirographaire echu pour la somme de ....".

What maining does this have?

Unless you're a lawyer, legal documents are extremely complicated to understand, even in your native tongue.

According to me, the amount following "la somme de..." is what has actually been reimbursed so far.

But take it with a grain of salt, I'm not a lawyer and even in French I'm not 100% sure of what it means, except bad news :)
