It means "what is it?".

"Quoi c'est ça ?" is grammatically terrible. We sometimes say "quoi c'est ça ?" in order to intentionally sound stupid, and in order to emphasize the fact that we're utterly clueless about what the gizmo you're talking about might be.

It's a kind of a joke, only used in very informal speech. You should never write that.

Take it as-is, this is just a popular expression, there's no point in trying to understand any grammar rule behind it.
Another one in the same line you might hear (or read on the Internet) is "Tu parles bien la France".

It's also completely, but intentionally incorrect. You don't speak a country, you speak a language, don't you?

It's why saying "Tu parles bien la France" is an ironic expression that means the total opposite of "Tu parles bien le français". If someone tells you "Tu parles bien la France", it actually means that your French is _not_ good, or that you just made an obvious mistake.
