I've heard that Il and Elle means he and she of course. However,I've also heard that il and elle can also mean "it" depending on whether or not the "it" you are referring to is masculine or feminine. Is that true? I just want to make sure.

You're right. Each noun is either  feminine or masculine. The third pronoun referring to it is then elle or il.
