Hello Marie,

It means: THIS (emphasis on "this") is Paris. Ie. this is the Paris way of life, that's how it is in Paris, this is how we do it in Paris, this is what happens in Paris.

Or it can also just mean "here is Paris".

Yes, it could mean that, but it's hard to tell without the context...
