it seems the former can always be used where i would use the latter.  (i can show a bunch of examples if it would help).  maybe it's not used much in spoken french but reserved for written?

Both have the sense of «Concerning to… / regarding to... »


The first is more used for general subjects, because a talking's subject is a matter/a substance, so « une matière ». The second is more used for people, because we say in French : « avoir de l'égard pour quelqu'un » ( « to have deference for someone » ). However, like I already said, some rules are implemented according to a personal manner. So, some people use them sometimes indifferently.


Here some examples :
« En matière d'étoiles, la science nous apprend beaucoup de choses. »
« A l'égard des étoiles, la science nous apprend beaucoup de choses. »
( Regarding stars, the science learns us a lot of things. )


In addition : It's also possible to meet in a French text « eu égard à ». It exactly matches to « à l'égard de... », « à cet égard, … », « par égard pour ... »

Neither one, nor other. Or rather all in the same way… « En matière de », « à l'égard » ( and even « concernant » who is a synonym ) can be used…….. like you want. You could use all of them for the writing and in oral, it's absolutely not a problem.


And, to finish, I would say :
« Voilà, Alan. J'espère que tu en as appris un peu plus en matière de grammaire française. »
« Voilà, Alan. J'espère que tu en as appris un peu plus eu égard à la grammaire française. »
« Voilà, Alan. J'espère que tu en as appris un peu plus concernant la grammaire française. »
