Hi, I'm new, lived 15 years in France long ago, felt bilingual at one point, but at times find I'm reaching for a French phrase because I can't figure out how to translate it into English!
Can anyone help with the above phrase?

It just means "In all the circumstances" or "In the combination of circumstances."
thanks, Stu, that part I knew, was looking for a well-turned English equivalent
Depending on context, perhaps: all things considered or without exception (if you mean to indicate that a procedure should aways be followed).
